Senior Researcher at Banco de la República (central bank of Colombia). Since 2006 and until 2015, except for the period working for FLAR, member of a petit committee in charge of making the quarterly monetary policy recommendation to the Monetary Board. Visiting scholar at the Graduate Institute of International and Development Studies (IHEID) at Geneva (2015); member of the International Monetary Fund technical assistance mission to support Chile for the adoption of a Medium-Term Expenditure Framework (2011); member of the inter-institutional committee created by the Ministry of Finance of Colombia to design a fiscal rule (2010) and a program to adjust public expenditures (2007); Deputy Director of Economic Studies Department of the Latin American Reserve Fund, FLAR (2006-2007); Senior Advisor of the Fiscal Policy Council, CONFIS, of the Ministry of Finance of Colombia (2001-2002). Holds bachelor and master degrees in economics from the National University of Colombia, and M.S. and Ph.D. from the University of Illinois at Urbana-Champaign. Specializes in International Economics, Macroeconomics and Monetary Economics, Public Economics, Mathematical and Quantitative Methods. Has been lecturer at the Externado, Rosario, and Javeriana universities in Bogotá and the Católica University in Asunción, Paraguay. His research has been published in national and international journals and books.
